Institutional endurance, internal conflict, military adaptation and the consolidation of Italy. Rome's strength did not come from uninterrupted victory. It came from defeat, adaptation, alliance-building, discipline, and the ability to absorb other communities into differentiated systems of citizenship and obligation. Institutions can grow stronger through adversity — provided failure produces adaptation rather than denial.
