Colonial society during a period of relative imperial neglect. Local institutions, commerce and traditions of self-government developed partly because distant authority lacked the ability or the incentive to exercise constant control. Liberty often emerges not from centralised design but from spaces where centralised power is absent, divided, constrained or inattentive.
